The Harper Court Arts Council was established in 1990 as a charitable organization to promote artistic activity in the Hyde Park community. In 2008, with assets from the sale of the Harper Court shopping center, the Council revised its overall grant making purpose to address the dual purposes of supporting both economic development and the arts in Hyde Park and Kenwood.

By charter, the Harper Court Arts Council grant program is restricted to organizations and/or projects or programs of organizations operating in the geographic boundaries of the Hyde Park-Kenwood communities defined as 47th Street to 59th Street and Cottage Grove Avenue to the Lakefront.
